GovTech Barbados Limited is a state-owned enterprise focused on improving the delivery of services to citizens. This role sits within the GovTech Barbados team, which is responsible for building multi-disciplinary, user-centered digital teams inside the Government of Barbados. You will contribute to delivering tangible citizen impact through excellent public service design and delivery, while helping to instill a sustainable digital mindset and culture across government. This position is part of an agile, iterative, lean delivery approach designed to accelerate the rollout of new digital services that improve access to essential services for Barbadians.

Support the team to deliver projects and products using appropriate agile methodologies, learning and iterating frequently.
Coach team members and others to apply agile and lean principles.
Manage a multidisciplinary team, ensuring they are motivated, collaborating, and working well.
Lead collaborative and dynamic planning, prioritizing work against capacity and maintaining focus.
Identify and help the team overcome obstacles and blockers.
Work with the Product Manager to define the product roadmap and translate this into an achievable backlog.
Run the team’s ceremonies, including sprint planning, stand-ups, and retrospectives, to maintain open communication and continuous learning.

As an Agile Delivery Manager, you will lead the delivery of new digital services that support and improve access to essential services for the people of Barbados. You will collaborate with a product manager, user researcher, service designer, developers, and government subject matter experts. You will shape the team culture, establish agile ways of working, set up the agile environment, and coach team members in agile practices. You will also act as a servant leader, removing impediments, managing risks and dependencies, and ensuring the team delivers high value within constraints. The role requires experience in establishing new teams, guiding those new to agile, and promoting user-centered design. You will communicate across organizational and political boundaries, translating complex information into accessible language for non-technical audiences and fostering trust and open collaboration.
Essential attributes include deep knowledge of agile tools and techniques, servant leadership, problem-solving, facilitation, delivery focus, strong communication, and visual thinking for mapping user journeys.

Experience delivering software with multi-disciplinary teams, setting up new teams and environments for agile work, and a track record of shaping team culture in public sector contexts. Proficiency in user-centered design, product discovery, and performance metrics is highly valued. The ability to navigate organizational boundaries, advocate for agile adoption, and communicate strategic decisions clearly to stakeholders is essential. Familiarity with Government of Barbados policies and public service delivery would be advantageous.

Contract duration: One (1) year, with potential to extend. Pay commensurate with qualifications and experience. We prefer hybrid (remote and in-person) work, but entirely remote candidates will be considered. This role is based in Bridgetown, Barbados, within GovTech Barbados Limited, a state-owned enterprise driving digital governance transformation.
