It is the largest transactional e-commerce site in Chile
. There, public services make their purchases through almost 2 million purchase orders a year, for more than 16 billion dollars, allowing business opportunities for more than 120 thousand suppliers.
Therefore, our service is critical for the functioning of the State of Chile.
Currently, we are promoting a strategy of
modernization to generate greater efficiency in purchases and public spending
, through the renewal of platforms and services such as the framework agreement store in Magento and new systems that facilitate decision making, monitoring and evaluation of purchasing processes. This transformation includes the move from a traditional architecture based on a physical data center and monolithic systems, towards a multi-cloud software architecture, with both physical and cloud backups.

Functions of the Position
The Data Governance Manager role focuses on
design, coordinate and implement the institutional Data Governance model, guaranteeing quality standards, availability, security, traceability and strategic use of information
. Acting as a technical and institutional reference, articulating the relationship between the areas of users, technology, business and studies, to ensure that data becomes a reliable and useful asset for decision making.
The data comes mainly from transactions carried out on www.mercadopublico.cl, including information freely entered by users, which requires robust validation, cleaning and standardization processes. To do this you must:
1. Design and manage the institution's Data Governance Model.
2. Ensure data quality and standards.
2.1. Establish and maintain data quality standards, along with metrics and indicators for monitoring.
2.2. Design data validation and cleaning processes (elimination of duplicates, correction of out-of-range values, normalization).
3. Carry out source management and processing under your area of ​​responsibility.
3.1. Manage the data processing of the Data Warehouse of the Studies area, ensuring timely and reliable information for decision making.
3.2. Manage the incorporation of new relevant data sources to the Data Warehouse.
3.3. Propose and apply improvements in data transformation and loading processes to optimize efficiency and performance.
4. Coordinate institutional articulation in the data field.
5. Ensure adequate documentation and support of department databases and processes.
6. Promote the control and continuous improvement of institutional data.

Position Requirements
Professional title of a career of at least 8 semesters in duration, in the field of Industrial Civil Engineering, Computer Engineering, or related career, from an institution recognized by the State of Chile.
Desirable:
Postgraduate, Postgraduate or specialization courses in: Databases, IT Infrastructure or Data Science.
Minimum work experience required:
- At least 4 years of professional experience in data or studies or IT areas.
Desirable work experience:
- Experience designing and implementing data governance model within public or private organizations.

Technologies and Tools
Minimum knowledge:
- Experience in implementing governance models using frameworks such as DAMA or the State Data Reference Framework (MGDE)
- Knowledge of relational databases
- Advanced knowledge of SQL language, queries and stored procedures
- Construction of ETLs - Python programming
- Experience in the use of cloud data platforms, preferably GCP
- Implementation of data pipelines
Desirable knowledge:
- Knowledge in IT Infrastructure
- Programming in R
- Tools for data visualization: Power BI, Tableau or similar

Conditions
The contracting method is
hires with indefinite annual renewal, according to performance evaluation.
The work modality is

The position has a
gross monthly income grade 10 EFS, corresponding to $3,943,364
. Additionally, quarterly (in the months of March, June, September and December) a bonus could be paid subject to compliance with institutional goals, increasing the gross income in said months to
$4,797,746
. So the
monthly gross income (average) corresponds to $4,228,158.-
